EMISSION REDUCTION PROJECT DEVELOPMENT
A key component of the emissions reduction strategy in many jurisdictions is the support for voluntary emission reductions, that are formalized via marketable and tradable carbon offsets. Many organizations are voluntarily seeking ways to reduce their greenhouse gas emissions and carbon footprint to meet regulatory obligations, to take advantage of economic incentives, or to take action on social responsibility objectives.
GHG emission reductions or removals must be quantified, tracked and recorded in a credible and verifiable way, and this is done differently in each jurisdiction. In Alberta, for example, Brightspot Climate experts have worked with a number of clients to develop Emission Offset Projects within the Alberta Emission Offset System. The general process for implementing an emission reduction project to generate emission offsets (also known as carbon credits) are summarized in the following steps:
Develop a GHG Reduction Project Plan to document how the project will achieve GHG emission reductions and meet the relevant program requirements.
Publish the Project Plan on a public registry. In the Alberta system, this registry is hosted by the CSA Group (formerly the Canadian Standards Association).
Implement the project (construct, commission, operate).
Measure data during the first Reporting Period. The Reporting Period may be any length but is typically one year.
Collect data that was monitored during the Reporting Period and quantify the emission reduction.
Prepare a Project Report. This document details the actual implementation of the project, including any deviations from the Project Plan that may have occurred. It also states the greenhouse gas assertion (the total asserted emission reduction).
Engage a qualified verifier to verify the Project Report, GHG assertion and supporting documentation.
Submit the Project Report and Verification Report to the Registry for credit registration. Once registered, the credits may be sold or transferred.
